They probably did, part of that rfp was for q-400s and UAL offered 10 planes to skywest for 2 years and they turned it down.
UAL offered the same thing to Mesa a couple of years ago, COO said it was too short of a contract to consider when the shortest lease on a 400 was 7 years.
