From my previous life flying the KC-130 in the Marine Corps, the wings and horizontal stabilizer leading edges are anti-iced with engine bleed air through anti-icing control valves. The new KC-130J also has a small pneumatic de-icing boot near the base of the vertical fin that became a requirement after flight testing/FAA certification. The legacy Hercs do not have the boot.
