My question to you is first: Are you a citizen of the US? Based on your post, it doesn't sound as though you are. So,if I'm not mistaken....ROTC is out.
Being that you're of the late teen early 20 something years, this is what I would advise:
* Go to a state university and get your 4 yr degree.
* Become a naturalized citizen or attain a working visa
* Do your research for a cost effective flight school (inc. magnitude of training)
* You've got tons of time. Use it wisely.
