I assume you have taken statistics and you know what the term outlier means. Do you not feel that something is wrong with this picture? Are there truly that many faulty sign-offs? After all, if truly everyone is busting, that would imply faulty instruction is to blame, OR the examiner is milking the system, OR there is just an unusual string of inadequate applicants. You decide. I don't know that examiner (BTW you should avoid using full names on a message board - basic netiquette), but I know other examiners in the ATP system, one of whom is a personal friend. I stand by my earlier posts.
