Don't they take the checkride as well? The only thing that happens is when they hit the mandated total flight time, the ATP becomes "unfrozen". And at some places, the FO now gets to sport 3 stripes instead of 2.
A JAA frozen ATPL has not taken the checkride, just the writtens. You take the checkride after you get the flight time.
