Unfortunately, JMing is considered part of normal staffing(it is in the contract), and does not necessarily mean we are over/under staffed. There are also no defined levels of staffing that indicate we are understaffed, it is all a relative thing. The penalties for understaffing the airline dont exist either. If the company is indeed understaffed nothing happens.
This might be something to think about for the next contract. Defined staffing levels, and defined penalties once they go below that level.
