Try the "Charlie Brown" approach:

Drop a rock into each kid's bag. If they say "Thank you," give them a "second" piece of candy.

Two years ago, some High Schoolers came to my door...smoking, and playing "trick or treat." I said if you're old enough to smoke, you're too old for free candy...beat it.
