I dont know; lets take R-24. For years it was understood that R-24 would not be used for hotel stand by accept in rare cases. All of a sudden the company cuts the number of A and B reserves and finds themselve shorthanded. Solution; lets bring the R-24 into town.

Cost to the company: a little per diem and a hotel room. Not a nickle of extra pay.
