Yes, they're on if it's VFR. Unless you're in SLC, though. They're the only airport I know of in the country that don't use the centerline lights at night. I asked them "why" one time and they told me they're "saving electricity."
Taxiway "M" in ATL I don't believe has green taxiway centerline lights. Those lights lead off from Runway 09R/27L, cross 09L/27R and Taxiway "M" , about 2000ft from the end of "M", and then proceed down Taxiway "L" .
