You're probably right, I was just glancing real quick at my 10-9D, but that only shows the lights that are on for low vis less than RVR 600. They might have had them on at that time in the morning. Don't know for sure. I'm sure the investigation will have all the details.
Are they omni-directional or only lit in the direction that aircraft are taxiing out?
I beleive that they are those LED's that will blind anyone.
