If anyone has any background on this apparent change of plans, I'd love to hear it.
Just reporting what I am told.

It appeared that they wanted to sharp-shoot the aircraft movement over the last few quarters, and now it seems we are back where we started.

You are making a few assumptions on timing of a bid and SOC. I think that it is safe to say that they will have SOC and or know the exact date it will be given when a bid is put out.
I am not inferring a system wide bid, but I am sure they could do that.

The exact verbiage that was used when I asked was, a MOAB that should cover MOST seats, bases and airplanes. Those are the exact words, sir. All of this started out with the exact words of, "Well this bid is going to be bigger than initially planned." That is a quote, and a direct one at that. We have progressed beyond that, to a bigger and bigger bid.

Now as you and I both know this will change 10 times prior to its posting.
My advice is to call crew resources and ask. If they have time they will tell ya what the plan of the day is.
