Not claiming to be a top gun or nothin', I'm training under Part 61 and for several lessons we did nothing but landings, flying the pattern, landings, repeat. Solo'ed at 11.8 hours with after 90 some t/o & ldg. I didn't "get it" at first either--had a tendency to come in too low, flare early, and slam into the runway. One day it just came to me and I had it. Be sure you fly the pattern consistently, configuring the airplane and being on airspeed. It'll come to you. I'm at 27 hours now--I started 3 months ago.
