Obviously contingent on there being a school within a reasonable distance. If there is--completely doable. I looked a number of schools in exactly that scenerio back when I was applying, I doubt it's changed.
This is correct. I went to a junior college for two years and commuted to AFROTC at the nearest university. It makes the program a little more difficult to get involved with since you don't live on campus, but it is still doable.
