They probably know already but are waiting for UA? That would explain all the secrecy around STL. Otherwise there's no way they would send out certified letters a week before the announcement.
I can appreciate your optimism but I also wouldn't put this past management at TSA. If they did send these out without knowing they had the flying, that is just incredibly irresponsible.
