That would be great but it would never happen. Realistically speaking there will never be a recapturing of scope unless there is government intervention or massive concessions. This contract moved flying away from pilots making poverty wages and who were treated horribly by management to a better paid pilot group and a more respectable management. Very rare.
It seems like a step in the right direction albeit a very small one. I'm not sure how big the difference in pay is at Mesa vs. XJT but I'm thinking if Mesa pays poverty wages as you stated then XJT pays poverty wages plus 4%.
