The original point of this thread was alcohol testing in India. India has a problem with pilots and alcohol. Because of the need for experienced pilots with time in type and a lack of experienced pilots India has had to hire expat captains. Many of the expat captains that they have hired are from former eastern block countries where heavy drinking is a time honored tradition. Some of these guys don't remember what it is to be sober.

Additionally, the Indian pilots are very highly respected in their culture and their authority is rarely questioned. It is unlikely that a junior crewmember or fellow employee would intervene if a senior crewmember were impared. Rather they would seek to protect them.

This dynamic has caused a bit of a problem and this is the bureaucrats solution. It isn't the problem in the US that it is in India. I wouldn't expect any changes in the US. Now cameras in the cockpit, who knows what our bureacrats will dream up next.
