Stations cant refuse to service an aircraft without good reason. Some alternates do not provide any services other then fuel from an FBO and the required equipment.
If that alternate is not served your company or mainline; no other airline is required by law or regualtion to help you out. It was more of a industry wide courtesy to help one another out when events like this happen. The major reason to refuse this type of courtesy going forth is for legality purposes. I can see contracts being required as a result of the RST fiasco; for diverts to non serviced airports that are alternates.
