I wouldn't expect that it was the standard given in the AF or ANG. I never ran across a FALANT in any other service. Of course the red and green and yellow/white lights might hold a special place in the hearts of the naval service
As far as it not mattering whether it is numbers or Xs and Os - it matters to me a lot since I've never been able to pass the numbers test but have no trouble with the Xs and Os.
