My company's w&b program assigns a weight of 30 lbs per bag in the cargo bins. In this case, the plane was about 1000 lbs lighter thN calculated, which would only serve to improve actual t/o performance. The issue is more likely with actual cg vs. planned. A 1000 lb difference likely means thepitch trim was set incorrectly by a few tenths. Not enough to make the plane uncontrollable in most cases, but itcould lead to some unexpected pitch characteristics on rotation. As long as crew was made aware, that can be recalculated on the ACARS with no real delay.
