I'd think that if you're out on mil leave, or out on any other form of extended absence, and you elect to continue paying dues, than you should be able to vote. However, I'd expect the opposite to also be true, in that if you're out and aren't paying dues, than you don't get to vote.

USERRA doesn't apply to union membership, it's employee-employer.
Certain unions allow retirees, disableds and other forms of inactive participants to vote. Most do not, and only allow dues paying members the right to vote.
