Yes, golden X days are treated like regular X as far as GS'ing is concerned, single pay above the reserve guarantee no credit and you get your X days back although they are not golden any more.
As far as the vacation deal, I don't know for sure but if you took FMLA for the month of March and have a week of vacation in it, you'd still have vacation hours in your vacation bank at the end of the vacation year. I would THINK they would be payed out in the April 15 paycheck. To be sure I'd call the union tomorrow.
