Are you looking for the LOC DME-E over JARGU, or the "Special" LOC DME Rwy 15 over GIRKE?
The Special is JEPP 11-7, the DME-E is JEPP 11-1 and is also available in NOS form from PDF Plates:
PDFPlates.com
The Special only has 16 notes on it for the crew/aircraft requirements. Not sure if you can get it from anyone but JEPP.
