I don't understand that part. As far as a I know... I had a check for 135 PIC and I fly charters and cargo, solo. My company don't use dual pilot unless is a training flight which obviously is one trainee and the CFI. That's how I made the most of my PIC time. Flying cargo and Pax over the Caribbean.

So as a matter of fact the 135 VFR captain is the same as a 135 IFR captain, only that you cannot fly IFR and time minimums for applicability are different. For both position the pilot have to be Instrument Rated.

IFR:

Read Part 135.243 (c)(1)(2)(3)
