Sad irony - I made the first post on this subject about a year ago. I didn't submit my paperwork until September, so I guess it's partially my fault for taking so long to make up my mind. ...but it sounds like par for the course in this program. I put my stuff in back in April '09 and didn't have orders in hand until November. My story was similar to yours minus the program termination talk. Maybe something might change and you'll still be considered.
BTW--for all those interested in the USERRA 5 year limit exemption for your LPRP orders--I asked for an ammendment to my orders directly from the recall office to show the exemption to give to my airline, and they are currently processing it. That's a nice little protection to have, especially if you are to come close to the limit like I was going to be before the exemption was finalized...
