In hindsight, it's easy to say XJT should have got BACK into turboprop flying.
But saying that "they turned it down" is an oversimplification of what really happened. IE, not enough airframes/guaranteed length of agreement. Also, the previous CPA was so restrictive that it made many of XJT management's decisions for them. And not always for the better.
Got to be willing to take a risk every once in awhile, 15 initial airframes turned into 45 for Colgan. I think even Expressjet could make a profit with that.
