Read the flier posted on the previous page from the FAA and it is you to you the pilot to ensure you are legal to operate in a foreign country just as you have to abide by their flight rules. Yea, I got all that. However, I think the company is smart enough to make it a requirement if there was a possibility of someone being pulled off a flight resulting in a service failure. It's not like SIBA is something new.
