they usually do, from what i understand. but it was pretty short notice and i don't think they had the equipment/facility

Getting sent for a drug test is a good thing. Put it this way, if they didn't want to hire you they would just let you know right then and there. But spending money (drug test) is coming out of their pocket. So... I would think that's a good sign.
