I'm on the bottom at CAL. I have been at CAL since 2007 and went from EWR (2nd choice) to CLE (1st) to IAH (3rd) in the span of 3 years. I live in CLE and was never actually advanced even after being awarded and a subsequent bid kicked me out. The only base I have not been awarded is Guam.

Mandating living in base is completely unreasonable.
