Minimum Daily Guarantee is just that, no exceptions:
- MDG for DH only days
- MDG for no fly days
- MDG for training, sim groundschool, etc.
- MDG for Reserve on Short Call

get rid of all the other MDM language and exceptions in the PWA.

New Duty Rig:
The better of MDG or TAFB/3 for any trip

Reserves:
- MDG for Reserve on Short Call (see above)
- Get rid of RAW and just use Credit
- Make Seniority mean something for folks on reserve:

Have a function for "reduce or increase my credit by XX"
Most senior pilot gets XX=100
Most junior pilot gets XX=10

Now you can fly if you want to or sit if you want to with seniority.
