How do you know that the leadership would change if they could? How do you know if that is what it takes to get the job done, or is somebody just trying to put on their fitrep "look how much money I saved by screwing these guys out of what they are supposed to have!"

You don't know, and that is the point. If doubling up is required to get the job done, then the leadership should be able to communicate that. In this case, they aren't.

If you are happy to double up with no explanation, good on you. For you, it's not a moral killer, for others it might be. Everybody's line in the sand is different.
