On the RLA:

You could possible keep it but change the responsibilities of the NMB and the time in which we always get caught there. That little ceviat is where the contract talks have been getting stalled for indefinite periods of time.
Give it less time, and structure its reach differently, and I beleive you would see contract talks resolve a lot quicker.
I agree the RLA needs a few tweaks but working on the NMB scope would be a lot more expedient.
