I know someone who had an interview (with an internal recomendation) with less than 1000 hours, but only because Eagle confused his thousands of multiengine turbine flight engineer time for pilot time. Once Eagle realized their mistake, after his otherwise sucessful interview, they said they couldn't hire him unless he could meet their mins.

So I suspect it is highly unlikely they would interview someone with less than posted mins and no internal recomendation.
