Why would it count as SIC? What is "other" time? I've logged 8 hours of other time sleeping in the bunk bed of the -135 on the way across the pond. Should this time hold the same value as the time the guy/gal spends up front in the right seat? Other time is not always worth any sort of "aviation experience". I know the AF counts other time towards total time, but I think the FAA has a different view towards experience in an aircraft. If it's not primary or secondary, I wouldn't log it as SIC. If you want to make a "military" column in your logbook to show total military time, but only count your primary and secondary towards SIC, turbine, multiengine, etc..., that'd work better.

It is one thing to be the A-code logging other time because you can still make decisions in the jump seat and responsible for the aircraft (and I've never seen an A-code sleeping in the bunk while someone else was up in the left seat), but as SIC, it's worthless IMO.
