Not true. There is no rhyme or reason as to who gets put where. I had to turn down a Republic class date because I lacked the required cross country time so I got placed at CHQ (I was "a CFI only"). Meanwhile, I was in class where about 50% were prior 121 but still got CHQ with no offer of the 170. The decision on what company you go to is entirely based on company need. Right now, a lot of it is going to CHQ.
