There is nowhere in the PWA that dictates how they assign trips to SC pilots. Basically they can assign it to whomever they want to.

"Normally" not "Contractually" it will go to the pilots who is closest to Whitlow without being stupid. (generally as I have seen it 15 hrs from start of SC)
