Now I don't know the circumstances of what you were referring too, but most ramp workers are contract companies correct in the airline business? My limited exposure to contractors is like my understanding of the airline business in many ways - contractors come and go and constantly undercutting, or underbidding, the next go round of contractor bidding.
The old military saying - remember you're weapon is made by the LOWEST bidder - still rings true!
I hope a time is coming when airlines come to realize that their employees truly are the strength of the company.
