You can ride in the cockpit as long as the cabin is full, then if the cockpit is full you can ride in the FA jumpseat(s). The old rule was not imposed by Jetblue, it was from the FAA. They wanted the cockpit to be the last seats to be filled by offline guys. I don't know why, CASS is CASS. I'm glad that was changed and apologize if it was an inconvenience.
No it wasnt for me, seemed like it was for FA's
