The same way you would reach 500 hours or 1000 hours. It just means pilots will actually have to earn the seat. I have to admit I was hired as a low timer but given the choice I would much rather see 1500 hour guys than what I saw in class. Plus in the long run, probably VERY long run, compensation packages will have to go up otherwise no one would want to become a pilot.
