I was thinking more along the lines of squashing the loose hiring standards at some of the operators, and enforcing the "moral character" standard of the ATP.
I'm pretty sure that is only enforced with regards to a criminal record, I don't think the FAA has the legal footing to make "moral" judgments on a person's behavior unless a criminal court has already officially stamped the person with a certified scarlet A.
