I don't agree with the good moral character clause.. How many pilots have had or are having affairs. ie Adultery. Have bended in the gray area of what they pay on their taxes. Claiming residency in a non-tax state. ie FL, or TX while living in another state; I could go on. I think the list would be rather long.

I would find all of those morally questionable. We need to be careful about throwing a rock through that glass house as many, myself included have made mistakes and done things we morally regret.

Medical? Now that is a completely different story. He does need a review there.
