I think the reasoning was to foster open communication between FO and Captain. They might be more reluctant to speak up if every word may eventually become public.
But here we have a detailed transcript released less than 4 months after the incident.
Can anyone explain this apparent discrepancy?
The NTSB almost always releases CVR transcripts after an accident. What they don't release is the actual recording.
