The committee thing seems especially goofy to me. Apparently, if a committee guy gets a call from a LEC rep, he must then report that contact to the MEC leadership.

Don't you think that the US Sec. of Defense, Treasury, Commerce, Transportation....whoever, notifies their boss (aka the President) whenever a someone from Congress stops by for a "chat"?
Its the same here in my opinion. The Chairman is there to execute the functions of the MEC
as directed by the MEC, therefore it is only natural that the Chairman be in charge of the committees.
If LEC members don't like the direction that the committees are going, then you bring the Chairman before the MEC and "redirect" his efforts or replace him.
