Hornet guys, if not too long in the past, could be because they didn't have the hours to get their ATP while active duty. Flying time can be VERY rough right now, people are not getting their quals like they did in the past.
Tomcat guys now - well we know that can't be in the too recent past since they have been gone for a few years now (at least 2006 though they were being drawn donw much sooner).

Mid-80's to late 90's vintage. Maybe lack of PIC, or maybe "issues"...I never got to know any of them well enough to ask "so...what did you screw up to get stuck here?"
Actually one guy I know for sure is lifestyle oriented and wanted quick seniority in a domicile conducive to outdoor recreation.
