I get the general idea of it... you want the brakes set to keep the plane from rolling away. However more often than not the plane has settled onto the chocks which requires brakes to be released for removal. I've actually noticed the chocks being more loosely placed in recent times, possibly due to rampers' frustrations with the new procedure.

Like you, I'm fine with brakes set, pressure normal.. that's logical. The whole set for chock removal thing doesnt make much sense and is only applicable about 40% of the time.
