Now lets say you actually got 70.01 hours of credit in those 15 days of flying. You would now get the 70.01 hours of credit PLUS you sat 5 more days of reserve. You get paid 3:15 for each of those 5 days. The reserve pilot now gets paid 86:16 for the month.
I had this happen where I needed 4 minutes to break guarantee. I had 5 days where I sat reserve and didn't get called. I got the 4 minutes on the last leg of the month. By breaking guarantee I turned 70 hours of pay into 93ish!!!! (also had some other credit......think I picked up a trip on a day off) I think Skyw had a 75 hour guarantee as well.....can't remember.
I like your idea of getting pay credit for short call. I'd also like to add getting pay credit for days sitting reserve if we break guarantee.
Trust me, I am aware that many of the regional carriers have better items in their contract under section 23 than we do.
