Nooooo... what should happen is that skeds should show empiricle data as to the number of SCs they really need on any given day. Contractually... we SHOULD get them to agree to bid for a number. (personally I think we should bid for 4/month... but let's use your number and bid for 3) Then.. if the NEED more due to storms or whatever.. they are pay no credit. YSing a trip is not "gaming" the system. That is using the contract. THEY game the system by assigning short calls "just in case" IMO, but I guess one could argue that they are using the contract too because we didn't place any restrictions on how SC is assigned. I propose... no.. demand.. that that be fixed in C2015.
