Hence we'd get 2nd year for 8 days and then 3rd year for the remainder which is wrong. IF we're not getting the 3rd year bump on anything but the first then it WILL be an issue.

What you're saying is correct though, in that its a month lagging. The point is that for us pmnwa guys, we should get pay bumps starting on the 1st of the month if the guy in our class finished OE prior to the 15th.
