You're talking about HR3371. It passed the house and is currently in debate/waiting for vote in the Senate. From what I've read, if it passes as written (unlikely), there will be at least 3 years for all pilots in air carrier ops to obtain an ATP.
There are a few operators hiring. There is a thread on Great Lakes hiring. Also, with your time I'd look at getting a CFI job and then going the 135 route (Ameriflight) to build more multi time/experience.
