Ferd- Flaps 5 isn't so much for fleet standardization as it is for squeezing out every last temp of thrust reduction they can do.
It actually burns a bit more gas derating that much, but the cost they save in engine overhaul far outweighs the burn.

You can still do a derated TO with flaps 15. We did TO2 all the time under the old system and under the hybrid AWABS system too. But, your probably right, not as
much of a derate. I just question where the point of diminishing returns is between engine wear and real high V1s.
