You are 100 percent correct. I get PRIA requests back from OKC all the time and it never includes 8710 forms. However 8410's for the last 5 years of employers are included.
And yes Actual pinks slips do stay in your FAA record forever however they don't get sent to any employer as part of your PRIA paper work. The FAA/NTSB could use them in the event of an accident investigation. When I became chief pilot for my last employer the local FISDO got my records from OKC. That is the first time I have ever seen all of my FAA forms at once.
